SAFETY FIRST, OR SECURITY FIRST?
What comes first? Safety or Security! The Modern Approach Modern frameworks emphasize that the two concepts are deeply interdependent. An organization cannot be truly secure if it is unsafe (e.g., a highly secure facility with blocked fire exits creates a life-threatening hazard). Today, the most resilient systems adopt an integrated, holistic approach where both are treated as co-equal pillars of operational integrity.
